Current Period of Performance End Date: Base plus four years. In 2 nd Option Year: 15 Apr 09 through 14 Apr 10. Option Year-3 (Apr 2010 – Apr 2011) award expected.

Task Description: The SMARTS Task Order 28 team supports the structured assessment, assignment, tracking, and execution of tasks necessary to accomplish the agenda of the NGA OCIO. Provide staff support and thought leadership across the following six OCIO work streams: IT Strategic Planning and Policy, IT Portfolio Management, Business Executive Services, Enterprise Architecture, Managed Services (including Application Service Provider (ASP) Services and Infrastructure Service Provider (ISP) Services.

 

Job Description: The NGA OCIO IT Strategic Planning and Policy Office (CP) serves as the client’s primary IT policy formulation and development office. Responsibilities for this position will include, but not be limited to:

 

  • IT Policy Development and Compliance: Develops, coordinates, and maintains 50+ IT-related NGA policy documents. Reviews, analyzes, and provides impact assessments on new and revised NGA IT policies and instructions. Publishes and maintains archival records on published IT policy documents. Evaluates Section 508 compliance requests and makes approval/disapproval determinations. Reviews, edits, and creates performance measurement standards and documents policy compliance.
  • Procedural and Guidance Development : Provides oversight and guidance toward the development of NGA Instructions (NI), NGA CIO Directives (NCD), Procedures (NCP) and Procedure Memorandums (NCPM) policy documents as well as NSG – Guidance and NSG – Procedure documents.

 

Required Skills/Knowledge:

 

We are looking for a L2 or L3 with strong communications, stakeholder engagement, and verbal/writing competencies.

 

The position is 100% client site, and will require occasional local travel between area client offices. The candidate needs to have demonstrated experience working in a highly collaborative, team environment. In addition we feel the opportunity is ideally suited for an individual who is looking for a growth platform for additional team leadership responsibilities across the OCIO, agency Directorates, and with other IC community leaders.

 

  • Mid-level consultant (Senior Consultant/Associate) with strong oral communication, writing, and analytical skills
  • Bachelor’s degree and minimum five years in the IT field
  • Experience in policy analysis, formulation, development, and implementation
  • Experience in Department of Defense or Intelligence Community
  • Experience working in a highly collaborative team environment

 

Desired Skills/Knowledge

 

In addition, 8570 Certification (e.g. CISSP, Security+) is desired.
